Read more to find out why…&lt;/span&gt;&lt;span lang="EN-US" style="font-family: Tahoma;"&gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="background: white;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="background: white; margin-right: -24.45pt;"&gt;&lt;/div&gt;&lt;ul&gt;&lt;li&gt;&lt;b style="background-color: white; font-family: Arial;"&gt;They installed 2 x 37kW heat pumps = 74kW at a cost of £64,500&lt;/b&gt;&lt;/li&gt;&lt;li&gt;&lt;b style="background-color: white; font-family: Arial;"&gt;The cost of their oil usage was estimated as £9,700 pa&lt;/b&gt;&lt;/li&gt;&lt;li&gt;&lt;b style="background-color: white; font-family: Arial;"&gt;The cost of running the heat pumps is expected to be £4,800 pa making a saving of £4,900 pa&lt;/b&gt;&lt;/li&gt;&lt;li&gt;&lt;b style="background-color: white; font-family: Arial;"&gt;The RHI payments will be £6,600 pa resulting in an overall saving of £11,500 pa&lt;/b&gt;&lt;/li&gt;&lt;li&gt;&lt;b style="background-color: white; font-family: Arial;"&gt;This shows that the payback on their initial investment in the system will be 5.6 years. The RHI payments continue for 20 years leaving 14.4 years of profit.&lt;/b&gt;&lt;/li&gt;&lt;li&gt;&lt;b style="background-color: white; font-family: Arial;"&gt;The RHI payment of £6,600 less the heat pump running cost of £4,800 = £1,800 profit.&lt;/b&gt;&lt;/li&gt;&lt;li&gt;&lt;b style="background-color: white; font-family: Arial;"&gt;This means that not only will their heating bills be zero for 14 years but they will also make a profit of £26,000 over the period, without even allowing for inflation or taking out the cost they could have incurred for installing a new oil system&lt;/b&gt;&lt;/li&gt;&lt;/ul&gt;&lt;br /&gt;&lt;div class="MsoNormal"&gt;&lt;br /&gt;&lt;/div&gt;&lt;!--EndFragment--&gt; claiming to represent the local Chamber of Commerce. &amp;nbsp;When asked which one, he has responded "Bicester", but mispronounced this as Bi - Ses - Ter. &amp;nbsp;&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;It also appears the approaches can take the form of an initial call to ask the name of the person who managers advertising, followed by another one to ask for that person and then talk to them about an&amp;nbsp;advertisement&amp;nbsp;they have already ordered. &amp;nbsp;&amp;nbsp;&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;We cannot ascertain the identity of this person, or his company at this time. &amp;nbsp;We can say though that this Chamber has not contracted any third party to "sell" anything on their behalf.&lt;/div&gt;&lt;div&gt;&lt;br applying pressure on the Valuations Office, alongside&amp;nbsp;independent&amp;nbsp;activity by a number of national traders,&amp;nbsp;the Bicester and District Chamber of Commerce&amp;nbsp;President, Keith Watson, has&amp;nbsp;succeeded&amp;nbsp;in securing a commitment to offering traders in Crown Walk a reduction in their&amp;nbsp;Business&amp;nbsp;Rates.&lt;br /&gt;&lt;br /&gt;Shops in Crown Walk should be receiving letters detailing proposed reductions due to the disruption caused by the re-alignment of the Bure and the number of empty units. &amp;nbsp;This does not however extend outside the&amp;nbsp;Crown&amp;nbsp;Walk area as far as we are aware.&lt;br /&gt;&lt;br /&gt;Our advice to traders in Crown Wall is to seek further concession once you are in receipt of this letter. As a result of these decisions, all remaining land and other rights needed for the redevelopment can be acquired without further delay.&lt;br /&gt;&lt;br /&gt;The main building contractor has also recently been selected and work will shortly start on a number of on-site technical studies. Following completion of these studies the main redevelopment work will start early in the New Year. This will also ensure no disruption to town centre businesses over the forthcoming Christmas trading period.&lt;br /&gt;&lt;br /&gt;Sainsbury's Regional Development Executive, Andrew Sanderson, said: &lt;i&gt;"We are absolutely delighted that the Secretary of State has confirmed the Compulsory Purchase Order. This is great news for Bicester and means that we can now proceed with construction of the main town centre redevelopment.&lt;br /&gt;&lt;br /&gt;"The redevelopment will transform Bicester and encourage more people to visit the town centre, through the creation of a range of new facilities; including a new cinema, Sainsbury's store, new retail and restaurant units, improved town centre car parking and a new bus interchange."&lt;/i&gt;&lt;br /&gt;&lt;br /&gt;Councillor Norman Bolster, Cherwell District Council's lead member for economic development, said: &lt;i&gt;"It has taken an enormous amount of hard work to get us to this point and I am very grateful to everyone involved. Whilst closure of shops, or any businesses is in no way desirable,  many similar sized towns have seen significantly higher levels of negative churn and we should remember that only two cities have had positive churn among retailers in the last year, one being Oxford.  What is needed is a holistic approach, to build on this unrecognised success, over the last two years, that creates a supportive economic environment, ensuring the opportunities, for the town centre, from the future growth is maximised."&lt;br /&gt;&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;There is no mention of "luck" anywhere in this quote, in fact exactly the opposite. &lt;br /&gt;&lt;br /&gt;With regard to the actual number of empty high street units, the national average is just under 15%, for Bicester that would be around 25 to 30 units across the main shopping areas.  We know some of the units in Crown walk are required for a shuffling of stores once the alterations start, while others may soon be occupied.  Bicester is well under the National average and in fact probably under half of it.  &lt;br /&gt;&lt;br /&gt;We are not saying Bicester has been, or will be recession proof, what we are saying is that the hard work of all those helping support it should be recognised, not undermined.  &lt;br /&gt;&lt;br /&gt;We are bucking the National Trend and have done so throughout the recession, that positive story should attract the attention of retailers for the right reasons, helping to secure existing jobs, create new ones and bringing more visitors to the centre.
